Bill Shock Management
Overview

The rapid uptake in consumption of mobile data services, coupled with subscribers changing their usage patterns and the introduction of per megabit pricing has led to the phenomenon known as “bill shock” where the subscriber receives an unexpectedly large bill for their service usage with no prior knowledge or warning as to the scale of the charges they were accruing.

The extent of the problem has even led the European Commission to extend its current roaming cost reduction legislation to cover mobile data roaming charges and bill shock management alongside management of traditional voice and text services. Under this legislation, service providers will be legally obliged to:
  • Limit the wholesale cost of mobile data roaming to €0.8/Mb, with further cuts in 2011.
  • Inform roaming subscribers of the cost of using data services on their network.
  • Enable subscribers to set a roaming spending limit every time they enter a new country.
  • Automatically cut off subscribers once their usage has reached €50 (or equivalent), unless the subscriber has set up a higher spending limit.

‘Hot Billing’ will not be enough to ensure that service providers can effectively eliminate bill shock. A solution is required that provides integrated real-time charging, quota management, user notifications and self-care, in addition to real-time service control and traffic redirection.
