CHARGE-IT™
CHARGE-IT provides a real time Policy Decision Point (PDP) at its core that stores and evaluates key information for policy decisions. This connects to policy enforcement point (PEP) components, either internal to CHARGE-IT or externally, to enable the operator to better manage the usage of their network through the enforcement of policies driven by subscriber specific usage and subscriber service allowances.

Going further than just managing existing traffic – i.e. protecting the network – CHARGE-IT actively assists in maintaining and even improving customer satisfaction, through offline and inline dialogue, by offering top-ups, notifying policy changes on the fly and advice of charge through messaging, redirection and self-care mechanisms. This is supported by optional real-time charging and active mediation capabilities, to assist in information gathering, calculation, charge to balance administration which are primary functions in supporting dynamic user dialogue. This ensures that customers have financial & service control with a positive experience at all times.

Usage policy management has to adapt to evolving infrastructures at different levels in the service chain. CHARGE-IT has the capabilities and flexibility to support diverse business models:
  • Supports both the outsourcing and the provisioning model of policy enforcement. In the outsourcing model, Policy Enforcement Points (PEP) such as external network elements or Deep Packet Inspection (DPI) within CHARGE-IT’s Service Controller that monitors user sessions and traffic, requests policy decision from CHARGE-IT Policy Decision (PDP). In the provisioning model, CHARGE-IT pushes service policies to network elements, to enforce the redistribution of network resources according to changing network usage and dynamic policy management.
  • Provides usage policy decisions to any network element (from 3GPP GGSN to WiMAX ASN) or Service Delivery Platform (SDP), from IMS Proxies to SIP Servers. CONTROL-IT does this through interface standards such as RADIUS and DIAMETER or proprietary protocols.
  • Communicates prioritisation policies to its internal (CHARGE-IT Service Controller Bandwidth Shaping and QoS Prioritisation) or external policy enforcement points for holistic traffic shaping by application groups, or for individual subscriber application use to meet personalised subscriber requirements.
  • Enables policies and element interfaces to be defined, using rules that provide no-bounds definitions.

Benefits
The key benefits of Volubill’s CHARGE-IT solution are:
  • True Network Control
Manage network usage on a personal level, and enforce subscriber and service centric policy decisions.
  • Increase Customer Satisfaction & Reduce Costs
Provide rich & intuitive user dialogue, top-up, redirection and self-care capabilities.
  • Rapid Time to Launch
Due to the flexibility and modularity of the solution, and also Volubill’s ‘fast-track’ business configuration models, CHARGE-IT is rapidly deployed, thereby enabling the operator to secure revenue streams and gain competitive market advantage.
  • Investment Maximisation & Protection
Usage policy management solutions can be expanded over time with components from the CHARGE-IT framework, to provide real-time rating, charging and billing as additional, integrated functional capabilities in conjunction with usage policy management. This allows a flexible deployment strategy with a lower initial outlay, to meet critical business requirements, whilst ensuring that the solution has the ability to grow to fulfil longer term strategic business objectives.
  • Unique One-stop, Multi-Network, Single-Vendor solution
Volubill is unique in the market as the only ISV to be able to support real-time charging and usage policy management in a single, integrated solution. Additionally, as subscriber services become independent from underlying network technologies to support service portability and mobility, Volubill’s products and people are focused on supporting all types of network, including GSM, CDMA, WiMAX and broadband, as a single adaptable platform and company.
